Consider yourself as warned guys this is the worst place you can check in Phnom Penh lots of criminals on the streets and even the hotel management is bunch of a**holes who doesn't care about your privacy or needs. If you are with your girlfriend or wife never go in there guys it's not safe at all.
Pros: excellent location for riverside and bars.Cons: poor breakfast, rooms have character but in poor state of condition. Overall was tolerable if you don't mind rough and ready but could be some much better if the place had a lick of paint and and some tlc.
Somewhat difficult to find above a restaurant which has a different name than the hotel. I had a funky loft type room on the third floor. In fact, it was the entire 3rd floor. Cool and comfortable and big enough for a square dance. It was up 3 steep flights of stairs so be warned. Staff were friendly.

It's a good location and at a good value. Right on the river around tons of restaurants. The staff is very helpful and very responsive to your requests.

The Local has a great central position
The staff treated me very well, the breakfast was fine, the hotel location is great and the Penthouse is spacious but now in need of renovation. The tariff is lower than normal due to the construction of a major building next door. The spacious balcony is showered with small pieces of debris from 7am until 5pm - It is effectively unusable but that is reflected in the cheaper room rate. I understand once the building next door is completed there will be a refurbish. The Penthouse has an outside annex which contains the showers etc and dust gets into that area plus it takes impacts from the debris hitting the light roof material. The sound of some impacts is enough to make you wince - The screening to catch debris is only partially effective. Do leave your key at reception and ask for a room clean as the grit gets into the room when you come back in after using the shower annex.

Good location and value
I was upgraded to the Penthouse, but the condition of that room is less than ideal. There are large chunks of paint missing on the walls, the shower was quite dirty and didn't work well, and due to construction you can't use the rooftop patio. The low price is due to some of the inconvenience from the construction next door, which overall wasn't much of an issue most mornings. The staff is incredibly nice and helpful, and the food from the restaurant is decent.
Hard to find at first since the name of the hotel is not marked on the street level. If you look up 10-15 m. you can if you look carefully see the name of the place. After check-in I noticed the alarming levels of construction noise. Door of room was very weak. Could easily be forced up. I went out for dinner and when I returned to the room around midnight the reception was locked up behind a fence and glass. I rang the bell, I banged the door, I rocked the fence. Nothing. A Cambodian man begun also banging on the door. After 20 minutes or so the receptionist opened the door. The next morning the construction work begun at 07 in the morning. That marked the end of a horrible visit. I'm sorry to say to but this is a place to avoid.
